Graham previously served as a federal program officer with the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA), where he oversaw implementation of the $42.45 billion Broadband Equity, Access, and Deployment (BEAD) Program in multiple states. His responsibilities included managing federal grant oversight, providing strategic guidance to state partners, and serving as the team lead for NTIA's state legislative monitoring working group, which included advising on legislative developments that affect broadband deployment nationwide.

 

Prior to NTIA, Graham served as chief of staff for the Indiana House Democratic Caucus, where he was the principal advisor on legislative strategy, policy development and stakeholder relations. In this role he directed an entire team of professionals supporting the legislative, communications, and constituent service operations of the House Democratic Caucus. Earlier in his career, as campaign director for the Indiana House Democratic Caucus, Graham managed a $2.4 million campaign budget, led a statewide team of political professionals, and helped deliver the caucus's largest net gain in legislative seats in nearly two decades.

 

Graham earned a Bachelor of Arts in Political Science from Butler University and holds a Certificate in Legislative Staff Management from the University of Southern California and California State University, Sacramento. Outside of work, Graham enjoys training for long distance triathlons, having completed one Ironman race and five half-distance Ironman races.
